The Language and Region preferences control the language you see in menus and dialogs. Go to System Preferences/Language and Region, and select English as the primary language.

Thank you, but I have there English and in the previous version of iMovie Help is in English, but after updating it is Russian.
Check your App Store localization. It may be set for the wrong country, or you may have left behind proxies to connect to the Russian server.
Did you try changing the region as well? You can always change back.

It seems that the problem is only with iMovie, I have not noticed it elsewhere. I am in estonia, ideeed Russia is near.
That tells us that it is a regional thing. Change your region to United States.
