Updates to iPhone

Why can’t I do updates to iPhone while using the hotspot of another iPhone. I get error message that I must be connected to WiFi to download the update even though connected to internet on 2nd iPhone?

Apple only provides you with two methods to update your iPhone:

Via a direct Wi-Fi connection that has Internet access, OR
Via a direct connection to a Mac or PC, running iTunes or Finder, and with that computer having an Internet connection.
