Is it possible to use iCloud back up without having a Wi-Fi connection

I don’t like the fact that you can’t backup your phone without WiFi. My neighbor uses WiFi and Bluetooth to hack into my phone with a remote control device that I can’t identify. So I rarely turn either of them on

With iCloud Backup, iCloud automatically backs up your iOS or iPadOS device information over Wi-Fi when your device is turned on, locked, and connected to a power source.
WiFi would be required for the backup to iCloud. If you have a computer you can back up to iTunes
