iWatch series 5 not working and not turn on while installing new watchOS

Hello. So my watch was not charged for quite awhile. I put it on the charger and all I get is the Apple logo coming onto the screen and then goes black again. It keeps doing this, but will not start charging. I have reset it using the two buttons and I do get the Apple logo as it is already there. Nothing else happens. My watch is not paired with my phone and I have no way to pair it anyways since it is not turning on. Is there anything I can do. I have tried different chargers and plugs etc. I also went to Apple authorised service Center to check they said I need to pay 36500 for replacement to get a new watch since it’s not Comes under warranty.This is completely related to software issue which Apple is only responsible.If the watch is not checking in this case of any issues and pay and replacement is the only solution kindly request apple to stop selling iwatchs and this is completely unacceptable and I fed up
