Can I recover photos missing from icloud?

I uploaded photos to my iCloud storage, but they don't appear in my iCloud library.

Before doing the upload I made sure that it was the same account, and that there was ample storage.

After the upload, I made sure the photos had uploaded.

Now they are missing.

Where did my photos go and is there a way I can get them back?
