If you use iCloud Photos and you delete any photos on your iPhone, they will be deleted from your phone, iCloud, and any other Apple device you log in with the same Apple ID. With iCloud Photos, your content is automatically stored in iCloud. That means that they're not included in your iCloud Backup.
