iPhoto on mac not syncing with iCloud

Hi Friends,

Looking for some help/advice. My Mac iPhotos are not syncing with iCloud as a matter of fact, it states the last sync was June 1. I am not alarmed as all of my photos show up on my iPhone/iPad/iCloud online just not my Mac. I read an article on line about how to force a sync by deleting this folder in my iPhoto account:

private/com.apple.cloudphotosd/CloudSync.noindex

Unfortunately I do not have this folder?? For safety I did make a copy of my iPhoto library on an external drive, in a perfect world I would like to have my Mac library sync with my iCloud account so all my photos appear. I am running macOS Big Sur version 11.5 & iPhotos version 6. Any help is appreciated! Thanks!!
