You can easily increase iCloud storage:

but this storage is online at iCloud: it is not on your phone and won't help with your phone storage being full.
The storage on an iPhone cannot be increased, so your only options are to remove some data or to buy a new phone with more storage. The phone won't function properly if you don't have at least 15% of its storage free at all times.
