I have a new iPad and not all of my messages are coming thru on it but they are coming on my iPhone.

Have you checked that your phone is set to relay messages to your new iPad instead of your old one?

On the iPhone: visit Settings > Messages > Text Message Forwarding and make sure the line for your new iPad is enabled.

You might also want to visit Settings > {yourAppleID} > iCloud and make sure Messages is enabled (on both devices).
