I have problems with the two-factor authentication

On my iPhone, in the settings app - there is a notification about the two-factor authentication, when I enter it and enter my Apple ID password, it asks me to enter answers to security questions.

The problem is that I opened my Apple ID two weeks ago and I did not enter any security questions there so I have no answer to the questions there, and even when I try to reset the questions to my answers through "iforget.apple.com" - he asks that I give an answer to one security question at least what I already said I do not have.
