Is this on your Mac? Is this for display on the built-in screen?

  • First try a ‘cold restart’. Shut down the Mac, wait a minute or so, then start up again.
  • Try disconnecting any peripherals that aren’t necessary for this task and that may interfere with HDCP.
  • Disable any software or devices for screen capturing/screen sharing.
  • Safe mode can help you to determine whether an issue is caused by software that loads as your Mac starts up. How to use safe mode on your Mac - Apple Support
  • Starting up in another Mac user account can help you to determine whether an issue could be related to the files or settings in your original user account. How to test an issue in another user account on your Mac - Apple Support
  • Try resetting the NVRAM using Command-Option-P-R.

Else please contact Apple Support about this. They may be able to tell if this is a known issue/hardware fault for your specific model MBP.
