The Wifi "Ask to join network" does not work as it should.

I am using IOS 14.7.1. There is a option under the Wifi Setting that is named as "Ask to Join Networks". Although this option has been set as "Notify", so I expect the iPhone should act as it illustrates that "iPhone will automatically connect with the Known networks. When no Known networks are available, then you will be notified about the available networks". But unfortunately the device does not perform the action as per the choice made. At any point of time, the device does not notify about any guest network available nearby, whether it is private or public or open. To see the available networks, everytime, need to check from the wifi settings, and if desired have to connect manually. Same thing with the Ask to join personal hotspot feature as well.
