Hello, I’m trying to download a free app onto my iPad. It’s called Kahn Academy Kids. It says verification required to sign in and view billing info. I enter my password but it just continues to ask for billing verification.

Even if apps are free, Apple still requires a method of payment.
You need to go to the Settings apps, under your topmost large User account panel, tap that, then tap Payments & Shipping and supplied a payment method to your account to use ANY of Apple's online stores.
