Is it possible to recover recently deleted notes from Icloud

As per the article Delete and recover notes on iCloud.com - Apple Support

1. Select a note you want to permanently remove, then click  in the toolbar.
2. The selected note is removed immediately from all your devices.

Notes you leave in the Recently Deleted folder are automatically and permanently removed after 30 days.

If notes are also deleted from recently deleted , they are erased immediately from iCloud and can't be recovered .

In previous phone if notes box was never checked or you deleted the notes and are erased permanently , if you sign in with same Apple ID and password and set up iCloud in new iPhone than also notes will not sync .

I recently lost my iPhone but upon buying the new one I couldn’t recover my notes.
