iPad Mini 4 Restore Loop

I was on ios 13 with my iPad mini 4. I was away on vacay, and my kids wanted to watch netflix. in order to get netflix on there i needed to get current ios so i did the software update. it took forever to do over the hotel wifi, so i let it do its thing overnight. i woke up and the ipad was dead. when i went to power it up it was on the screen saying to hook up to a computer and restore. so i just downloaded itunes on my laptop at home, hooked it up, and followed the directions. I dont care much about the contents of the ipad so i just chose to restore it. after about 10-15 minutes it finishes the restoring process. my ipad powers off, and then turns back on to the same screen asking to restore the device. ive tried several times now with the same results, it seems to go thru all the motions of restoring without actually happening. its just stuck. what to do?? itunes doesnt give me an error message or anything, it just loops the same thing over and over
