Why version ios10.3.4couldnot increase to12?

Is it iPhone 5 too old ,could not add more apps for using ?

iPad updates I have a fourth generation iPad A1458 model. Lately as I try to download Apps i get a message telling me I need to update to iOS 11 or better. My iPad then tells me I have the latest update at 10.3.3 and offers to opportunity to update. Hence I cant use latest Apps and my iPad is less than useful. Any suggestions on how to improve this, other than buying a new iPad.

Yes the iPhone5 is too old to be updated further.
