To start, let us know if you've had an opportunity to force each device to restart since noticing this behavior. If not, and if they're still unresponsive after waiting for some time, please do so now.

If they don't start up immediately, we can recommend connecting to a computer via USB to complete the update. This guide walks you through the process:
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
You'll want to attempt to update at first. If the update cannot be completed, you'll be prompted to restore, which brings your device to factory condition. At that point, you can restore your personal data from a recent backup, if one exists.
