I have tried lots of techniques, but no matter what I do, I am not given the option to allow microphone or camera under the app in settings. I have tried allowing it in Restrictions and it didn’t work. Please help.

Says go to Settings > Privacy > Camera
Settings > Privacy > Microphone
to turn on access.
Change FaceTime audio and video settings on iPhone

I cannot turn in microphone and camera for any apps.
