I had this issue today, and upon looking at the solutions, Content & Privacy Restrictions is first place to check when apps can't get access to camera or microphone.

Both are always in the options below
For Microphone; Settings > Screen Time > Content & Privacy Restrictions > Microphone > Don't Allow [Tick]
For Camera; Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps > Camera [Disable]
