It means you have a network issue of some sort. Try connecting the Mac directly to the router using an Ethernet cable (may need a Thunderbolt to Gigabit Ethernet Adapter for some models). An Ethernet connection provides a faster more reliable connection that bypasses any hard to troubleshoot WiFi issues. It is possible it may be an issue with your ISP or your local Internet.
