My daughter has a school account for an iPad. She doesn't have a phone, so the code comes to my phone #. But if she's at school, she can't get the code cause the phone is with me.

You cannot turn off two-factor authentication. If her iPad is connected to a school account, it should be managed through the school. You may want to check with the school as nothing would be sent to your phone.

If she has that device signed into her iCloud account as a trusted devices, the codes will come to her iPad. AppleID 2FA codes, by default, are sent as encrypted iCloud notifications, so any trusted Mac, IPad or iPhone will receive codes.
