Audio lowering when in a facetime call

Is there a way to stop facetime from lowering the volume for other apps/websites. I am on a facetime call and when I try to play music or watch a video I cannot hear the volume over the facetime because the volume has been lowered. I have enable audio ducking unchecked and the problem still occurs
