Do I have access to my iBooks in this app like I used to on my Mac?
Just got an Iphone again, but have a windows computer. would like to redownload all the books I used to read.

Support for managing iBooks in iTunes was dropped back in version 12.7. You should be able to access your purchased books directly on your device.
