No, iCloud is a syncing (both ways) feature. But if you have only My Photo Stream activated on the mobile devices and on the Mac, photos will be synced and saved on the Mac
but not saved on the mobile devices. They will show in the My Photo Stream section for 30 days but not saved to the device.
If you can convert from iCloud Library to My Photo Stream you'll be able to do what you want from here on out. Videos do not get synced by My Photo Stream so they have to be manually added to the Mac's library.

Since I do all my editing on my Mac I forget about what you're experiencing regarding filters, etc.
Hi, thanks for your detailed answer. The Photo-Stream-Setup is, what I am currently using. Unfortunately it supports less picture formats, so e.g. pictures taken with a filter are only transferred to the Mac in their original Format... As seems to not support the Stream for much longer time, I was looking for an alternative way to save my iPhone pictures on the Mac without cablesync... So first of all, I'll stick to the stream...
