Blocked Phone in another country

Hello Everyone,

I bought an iPhone for a relative as a gift who lives in another country. She has been unable to use it because it has been blocked. The tech specialist in Colombia is saying that she needs the iPhone to match the email that is registered under. (software and hardware emails?) Has anyone encountered such a thing, and knows how to fix it?
