Stuck verifying during sign in to messages or FaceTime.
Can’t sign in or turn off messages or FaceTime since July 2021 on iPad Air ( this one has no cellular function). The proper screen appears but I can’t type in a password.

To begin, did you get a chance to try all the steps in the related article linked in blue at the top left corner of this page? If so, what were the results exactly?
Which iPadOS version is listed in Settings > General > About?
Also, what exactly happens when you're trying to activate FaceTime or iMessage? Do any error alerts appear?
Is your iPad connected to a reliable Wi-Fi network with good signal strength? Have you tried connecting to a different network to see if that makes a difference?

I have the same issue as does Surfscooter. Have tried all the above with exception of connecting to different network. IPadOS 14.7.1. Once I turned off IMessage, it would not allow me to turn back on, but rather attempt to Sign In with Apple password. After several minutes, receive message:
