I bought my Iphone 12 Pro 15 days ago. Now I want to change to Iphone 12 Pro Max, Can I do that and Will I have to pay some fees?

Sorry no. You had 14 days (from the date of purchase) to do that, and you can't trade it in with Apple.
I suggest that you try selling it on your own, then add the money needed to buy a Pro Max model.
