A number of HP Envy Photo 71xx All-in-One Printer models are listed in About AirPrint - Apple Support. Have you checked whether your printer has one of these exact model numbers? If so, the printer would be a model supporting the driverless AirPrint technology, and thus compatible with macOS High Sierra 10.13. This means that it could be used without additional drivers, providing that it is connected to the same Wi-Fi network (router) as the computer.
If it is an AirPrint model, and it still does not work, you may want to try the following procedure: Power off the router, the printer, the computer, and all other devices. Wait two to three minutes. Power on the router. Wait two to three minutes. Power on the printer. Wait a minute or two. Power on the computer. Finally, power on all other devices.
