In the Safari View menu, choose show status bar. Now roll your mouse pointer over the link providing the remote tiff image. Does the filename at the end of that displayed link show a .tif or .exe extension?
The website maybe compressing it into a self-extracting archive which will have a .exe extension because it is only self-extracting on Windows.
You could try ctrl-clicking on the file and choose Other… from the Open With menu. Navigate to /System/Library/CoreServices/Applications/Archive Utility.app.
However, I don't know if that is what is happening or if Archive Utility will expand it.
I think the website tricked you that shown .tif files which download .exe files. Check if the website is legit and secure.
I get the option to Save File As but even if it shows .tif, it downloads as .exe.
I was able to change the file format back to .tif once it was on my computer with the 'rename' option. I still don't understand why my Mac wont keep the .tif format while downloading but at least I can use my files now!
Probably because it is a dodgyy website that is luring you to download a Potentially Unwanted Program.
In addition to what VikingOSX said: if you Control-click the link, do get an option to Save Image As…?

I've never seen macOS rename downloads. I've seen lots of websites that do so.
Please provide a link to this file, if it isn't proprietary.
It’s a legit website and files. I can properly download all the files on the website except the one with the .TIF format where my Mac downloads it as a .EXE file instead. I can’t figure out how to make my Mac download the .TIF file correctly.
