iPhone 12 Pro - Dual Sim, won't receive txt message from physical sim

esim works perfectly fine, however the physical sim line will make and receive calls, but will not receive txt messages or imessages.

both are AT&T lines, but 2 different accounts

Is there a fix for this?

What can I do? All other aspects of the dual SIM phone work fine. My phone is an iPhone 11. Can I please ask that any responder reads and understands the issue fully, before replying?
