iPhone 11 won’t fully download apps after restoring iphone

I’m trying to restore my iPhone from backup. My data works but nothing is downloading past a certain point. It gets to about the 7 o’clock mark and stops. Again, this is after I restore my iPhone from backup. I tried going to the App Store to download it manually but it didn’t help. I tried restarting my phone and that didn’t work. Any help? Steve Jobs? Anyone?
