When I swipe down from the top right corner of my phone and press screen mirror there are no tv options to connect to and I can't connect to my tv I have an iPhone 11 and my tv is a 2019 Samsung

To screen mirror from an iPhone, you would need an AirPlay receiving device. This can be a smart TV (if AirPlay-enabled from the factory), or an Apple TV box, or select Roku.
