ECG and Blood Oxygen apps not on new Apple Watch series 6

I have a new Apple Watch and the ECG app is not part of the health or Heart apps. It’s not a standalone app either. When I try to download it from the App Store , it show the “open” button which usually means it’s on the watch? I tried unpairing from phone, resetting phone and re pairing . Nothing works. I am way over 22 and live in the US The Apple Watch knows that.

How do I find or install the ECG app?

I have the same issue with the Blood Oxygen app, but the settings icon is listed, just not the app
