activation lock issue

Unable to resolve "activation lock" issue as the original details used to set up the Ipad are not working..... thoughts?

If you're told that the Apple ID cannot be used to unlock it and are the iPad's original owner, click here and submit an unlock request.

If you're told that the Apple ID cannot be used to unlock it and aren't the iPad's original owner, contact the person who is.

If there's a problem with the Apple ID involved, describe what happens when you try to activate the iPad.
