Buy an external drive (HD or SSD) that you can connect to your MacBook and use to offload your photos. This will allow you to free up the space on the internal drive so that you can sync you iPhone properly and keep your system up to date.

Look here for some recommended drive ideas and info: https://eshop.macsales.com/shop/storage


Optionally, you might take advantage of iCloud storage.

And here's something to actually address your stated problem. Apologies for having gone a little sideways above.

Because the typical Photos library is very large - many dozens of GB - you need a USB drive with the capacity for this exercise.
