rename device for bluetooth pairing

You are trying to pair with another iPhone and change the name of the phone? That won't work unless you are connecting one to the other for hotspot use.

If you are wanting to change the names of your iPhones go to Settings > General > About > Name

That depends on whether the device in question allows that.
