how do i get my stuff on my new phone from my old phone
how do i transfer contacts and apps from my old xr to my 11? i don't have my xr. it completely died.

You will have to restore a backup you made of your phone before it died.
If you specifically are just concerned with contacts and apps, contacts are tied to email accounts, so if you add the same email accounts you will get the contacts from them. And if you log in with the same Apple ID you had on the old phone you can download the apps from the app store.
