location without cellular
If I leave with my apple watch and don’t have cellular can someone still see my location? Say I go for a run without my phone and I don’t have cellular data will people still be able to track my location or no?

If you don't have cellular data on the watch, and no wi-fi connection is available, then no. There is no way for the watch to transmit its location then.
It needs an internet connection, either cellular or wi-fi to transmit location for Find My for any one else to see.
