No. The iPhone 6, like the iPod 6th generation, cannot update beyond iOS 12.5.4. Coincidentally they share the same hardware. A8 CPU and 1GB of RAM which is not enough for iOS 13 or later.
The iPhone 6s (six S) which is the follow up model, can.

Because it’s older hardware that doesn’t support the latest iOS.
Because the 6th generation iPod hardware, ram and CPU are insufficient to run the newer versions which require more resources.
