The file ... could not be opened because it is empty problem

I recently got macbook air M1 2020 and the problem i've got is that when i transfer a photo from the laptop to a usb flash drive, the file doesn't want to open. When i try to open it on the usb flash drive it says "The file ... could not be opened because it is empty". I formatted the flash drive as eXFat because i want to use it on Windows computer too and it still shows the same. I also formatted it as FAT and still the same. Only if it is formatted as OS X Journaled there is no problem with opening the file but then the Windows doesn't read it. Could you tell me what to do so the flash drive could be read on both Windows and Mac laptops?

Boot into Safe Mode according to Start up your Mac in safe mode - Apple Support and see if the problem persists. Try to delete the file if it is still present. Then reboot normally and check again.


NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files

Can you expalin why in the screenshot above I see a .jpg however the warning dialog is referencing a .png (?)
