Are all eight recipients also using Apple devices logged into the iMessage system with the Apple IDs you are using to address them? If not, you need to make sure that your iPhone is set up to relay SMS/MMS for your iPad.

On the iPhone: visit Settings > Messages > Text Message Forwarding and make sure your iPad is listed and forwarding is enabled for it (the slider showing green).

No, the send/receive section would not have an entry for the iPad. Text Message Forwarding takes care of that.

Can you send the same images to each of the 8 people separately?

Does the behavior change depending on WHICH four or five users you try? I can imagine several possible bottlenecks depending on the data path.

The data path would be different depending on whether the images travel through only the iMessage system versus the SMS/MMS system.
