Thanks for using the Apple Support Communities. We understand that you're unable to change your country due to your Apple Music subscription, which has already been cancelled. If you go to Settings > Your Name > Subscriptions, you'll want to look at the expiration date for Apple Music. Since you're entitled to have access to the subscription for the remainder of the period you last paid for, you won't be able to adjust your region until the expiration date shown there. This is outlined in article, Change your Apple ID country or region, under section: What to do before you change your country or region, bullet point #2.
