Flashing black bar on top of screen

On my 2017 MacBook Pro the top part of the screen, only over the menu bar, flashes black whenever it is not being used. It goes away when I move the mouse and when I type on the keyboard. So stying this makes it like a strobe light in a way. I booted into safe mode and that fixed the issue, upon going back to normal the problem persisted. It is up to date and I think I was successful in reseting the NVRAM. Any help would be great, I've dealt with it for a few weeks not but it has gotten to be really annoying. Thanks.
