Well, most of the experts (as you have seen) strongly recommend against the anti-virus package, you OUGHT to be able to install it, and the cloud storage utilities, if you want to. Generally, when you can't install something it means there is something else that is installed that is interfering with this install.
Do you have any other anti-virus, security packages already or previously installed? They can interfere like this. Uninstall them before trying this new installs. You can always reinstall them later.
You can download and run Etrecheck, written by an Apple Discussions expert. Post the output here using the Additional Text button below. One of those experts may identify what is interfering. Etrecheck simply shows what is installed or running in the background, it keeps everything else anonymous.
Another thing you can try, which is something of a band aid because it leaves the problem there, is to boot into Safe Mode and then try to install from there.
Another option -- create a new user with administrator privileges (this is always good to have for troubleshooting long term anyway). Try installing from that new vanilla administrator user. It might work if there is something particular to your account that is hindering the installs.
I would try installing the Box cloud storage tools first. If that works, then I would stop there and declare victory, but if you must you can then try the Norton package, although I would recommend not installing that software. As was pointed out earlier, the MacOS under Big Sur (and Catalina) now resides on a read-only separate volume and neither you nor anyone else can infect it or change it in any way. Only an Apple certified/verified software installer can do that.
We have commercial enterprise complete antivirus etc. protection package as mandated on all our employer's thousands of Macs (and PCs) and early this morning an update was pushed out that made all the computers unable to connect to WiFi nor ethernet nor any network. We got instructions via cellphone as to how to unravel that.
