why cant i on my hotspot when new sim is inserted and also see carrier 46.0 on my network provider section instead of the network name 46

The Hotspot, VoiceMail (Visual or Normal) all are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
