If you had your phone number listed as trusted for two-factor authentication and have access to an old phone or a friends old phone it would likely be faster and easier to have your phone carrier activate your plan on that phone to receive a code.
If not, this is likely the only way Apple would be able to help you regain access.
"If you still can't sign in
If you can’t sign in, reset your password, or receive verification codes, you can request account recovery to regain access to your account. Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity."

Contact Apple Support:
Ask an Apple Rep over-the-phone to allow you to sign in using another device. For troubleshooting purposes, while on the phone with the Apple Rep, attempt a login session, seeing if it works.
