Return to factory settings
My iPad mini storage is full. I'm prepared to delete all my files, etc. in order to use it. Is restoring it to factory settings a solution for this problem?

If you are prepared to delete all files and return it to factory settings, then yes that will put the iPad Mini in its new state as far as storage is concerned. If you choose to do so, then you can open Settings ➔ General ➔ Reset ➔ Erase All Content & Settings. Follow the prompts and process to set it up as new.
