Ipad air not Charging

Once my ipad is flat and i plug the charger in it will charge to 1% or 2% itl then stop charging. It then takes me aroud 15 minutes messing about to try and get it to finally start charging.

I have changed the charging leads, used different outlets, used different plugs. I just dont understand how it charges enough to fire up then stops charging
