and no apple can't legally track products they sell to customers, even at the request of said customer,
which is why they made the find me so you can do it yourself.

Go to Find my on your iPhone/iPad/Mac, click "devices" and locate your Apple Watch from there. If the watch is powered off , then see the last seen location and go to that place.Hopefully it is still there.
I hope you find your Apple Watch.
no, not when it's off or it does not have an active connection to the internet, electronics needs power to have function
