iCloud Storage Issues

I have used 5,1GB of 50GB, yet I'm unable to take pictures or record and it says I have to manage my storage. What is the issue and how can I solve this?

Shut Down: the Mac
Unplug: the drive
Wait: 30 seconds
Boot Up: the Mac
Log In: to the same user
Plug In: the drive
See if it is now see.
